Wild Card's description: 

The European Commission decide that research support projects do not provide a sufficient return on investment and are not viable. These funding schemes (Coordination and Specific Support Actions) are scrapped, and there are no sufficient infrastructures in place to support European research. Public sector research falls and corporate / private funding is more prevalent with manipulation of the research agenda for personal gain.

what is a 'support' project ?????????
- you should explain to people who are not in the magic circle of EC funding....
this seems like a very minor adjustment and not comparable to many other wild cards.

These are actions that cover not the research itself, but the coordination and networking of projects, programmes and policies.

This includes, for example:

■coordination and networking activities, dissemination and use of knowledge
■studies or expert groups assisting the implementation of the FP
■support for transnational access to major research infrastructures
■actions to stimulate the participation of SMEs, civil society and their networks
■support for cooperation with other European research schemes (e.g. "frontier research").

I hope this clarifies what is meant by a 'support' project.

I would argue that if there are insufficient infrastructures in place to 'support' the hard research in Europe then this would be considered a hugh impact event (with low probability).
