Wild Card's description:
European leaders become heavily involved in the Midlle East peace process. As an incentive they propose to open negotiations with Israel and the forthcomimg independent Palestinian state about accession of both Israel and Palestine into the EU. This is indeed realised after the establishment of the Palestinian state.

I do not think of the same European leaders discuss peace process and EU access. Even though it would have to be and definitely ist kept separately. I do not think that EU leaders decide about the access, this is more on the country to like and participate on EU.
