Tuomo Kuosa

Tuomo Kuosa, PhD is a transformation futurist, a methodological foresight expert, and a planner of future of education. Kuosa has steered the Finland’s National Board of Education’s (OPH) strategic scenarios for Finnish schooling system in 2006, carried out foresight parts in Confederation of Finnish Industries (EK) four years competence foresight for Finnish Industries project (Futures Probe) between 2003-2006, and has worked in two Ministry of Education’s competence foresight projects (Agora 2020 and Liberal education and competence in labourmarkets 2030). In future of education, Kuosa has developed and published the ideas of 40 years horizontal degrees for professions, and paradigm shift towards alive network’s model in education, and the future of the dual model of the Finnish tertial education. He has presented the ideas in all relevant educational forums of Finland such as Finnish Council of University Rectors, Committee for the Future in Finnish Parliament, and Trade Union of Education in Finland (OAJ), and some key parts in Estonia and OECD/CERI as well. In foresight methodology, Kuosa has developed and published the concepts of Futures signals sense-making framework (FSSF), Methodology for Reasoning answers (MRA), and Weak signals hound dog training. Kuosa’s PhD thesis theme was: Towards dynamical paradigm in futures research – How to grasp a complex futures problem with multiple methods and multiple phases.
